He's wrong and he's right. Some people in that demographic would do as he suggests, and some would use the money wisely and sensibly. Just as some white kids would use the money on drugs etc.

Inner city riots are caused by young people who enjoy vandalism and rioting, but who have not yet learned that their action will have serious consequences.
The main perpetrators of these crimes are people with previous criminal records and and they are exacerbated by opportunists. Rioting will stop for a generation after many of the perpetrators are caught and the big sentences are handed out.
People make the mistake trying to identify social deprivation and racism etc. as the causes, but I believe they are mistaken. People riot because it is enjoyable. .

I'm not denying for a second that black people in the old days really did have the shitty end of the stick (and across the pond in a lot of places they still do) but why is this always brought up as the main reason behind perceived underachievement? Seems like a bit of an excuse to me.
The Chinese diaspora across the world often came from (and arrived in) unimaginable poverty and had absolutely no help, nowadays in America, Australia, and even other Asian countries they often make up the middle class and the stereotype is that they're all good at maths/sciences etc.
Similar can be said of Jews.

I was watching a documentary on Detriot last night and the very midset you desribe is mentioned and termed as 'Niggerism' - by a black bloke incidentally.
Essentailly the existence of an entitled, non contributory and disfunctional gouping that seek the easy option of blame whilst perpetuating the real cause of their social malaise.
His arguement was that what ever resource is pledged, it will be squandered until the investment is seen as an opportunity to join the wider contributing community and not as further 'payment' for their situation,
Certain similarities between the ghetto that is modern day suburban Detroit and the 80's sink estate of Broadwater Farm.

Why is it mashed? The only white rioters are those that want be black (do drugs, hoodies, kiss their fucking teeth and too idle or stoned to work). Pre war riots were politically motivated, not because they wanted an excuse to loot etc.
